Carlos A. García Rosas
He was born and raised in the city of Apizaco, Tlaxcala, Mexico. where he
completed his studies up to high school and later emigrated to the City of Puebla
and then to Mexico City where he completed his studies of:
• Medical Surgeon from the Autonomous University of Puebla
• Later he completed the Specialty in Emergency Medicine, as a member of the
1st Generation. Within the Medical Services of the Department of the D.F.
(Today the Secretary of Health of Mexico City)
• He was accepted to do a Fellowship in Trauma & Critical Care, Subspecialty
in the United States of North America at the Washington Hospital Center,
Washington D.C.
Within his Work Experience
He has been an Assigned Physician in the Emergency Services at the Mexican
Social Security Institute, since March 1989 and in the Medical Services of the
Department of the Federal District, today the Secretary of Health of Mexico
City. He served as Deputy Medical Director at the Maternal and Child Hospital
of Cuajimalpa SMDDF,
He was Head of Service and Professor of the Specialty in Emergency Medicine
at the Mexican Social Security Institute. In the private sector he worked in
several Hospitals in Mexico City. He was the First Medical Director of the
“Ameri-Med Ambulatory Care & Hospitals” Project in Puerto Vallarta, and he
was the one who brought the original project to Mexico.
Among his Academic Activities
He has written and published multiple research papers on Emergency
Medicine in National and Foreign Journals, among which the following stand
out:
The Teaching of Emergency Medicine in the Pan-American Journal of Trauma
He developed and published a “New Method to review patients in the
emergency room called “Pneumonic Name Mmexico Evaluation”, published
in the American Journal of Emergency Medicine.
He is a reviewer of several chapters of the book “Study Guide of Emergency Medicine”

He is the Creator and Director of the “Emergency Course Mexico” (1997
present) which has been taught in different parts of the country and abroad. It
consists of 20 curricular hours with topics related to Cardiovascular
Emergencies and Trauma.
He has taught Basic and Advanced Cardio Cerebro Pulmonary Resuscitation
courses for Doctors, Nurses, Emergency Medical Technicians and the General
Public, in Public and Private Schools of the Country since 1986 - to date. He
was the one who brought the first CPR course by the American Heart
Association in 1989.
He was also the one who taught for the first time together with fellow
physicians in Mexico within the Mexican Society of Emergency Medicine the
ACLS and ATLS courses.
He has given various conferences on Emergency Medicine and Trauma in
Mexico, and in more than 35 countries.
He has organized medical conferences, courses, national, international and
world congresses, diplomas, as head of the organizations he founded:
In addition to having participated as Speaker, Track Chair, Moderator, of the
Mediterranean Congress, in the United States of America, Europe, and various
parts of the world such as: Canada, United States, Costa Rica, Colombia,
Panama, Cuba, Dominican Republic, Argentina, Peru, Spain, France, Italy,
Poland, Czech Republic, Georgia, Athens, Greek Islands, Crete, Kos, Portugal,
Turkey, Croatia, Glasgow, Berlin, among others.
He has also participated in the development of the “Mexican Official Standards”
on “Prehospital Medical Care”, “Emergency Services Equipment”, “Emergency
Medical Care”, “Emergency Education”, “Preparation of the Clinical Record,
in Emergency Notes, etc.

What he is most proud of is having raised the name of Mexico and his
